Enablers and Barriers to Climate Change Mitigation: Understanding Social, Institutional, Biophysical and Technological Factors

Session Description:
Decades of climate mitigation efforts have generated a substantial but fragmented body of evidence on what works and why. The concept of enablers and barriers can provide a more structured approach to synthesizing this evidence across social, institutional, technological, environmental, and economic dimensions. This session invites contributions that advance empirical understanding of the conditions that enable or impede the feasibility and implementation of a range of climate mitigation strategies. Relevant topics might include: drivers of policy adoption; climate litigation; technology innovation, diffusion, and adoption; geophysical enablers and barriers; access and use of data for policy; socio-economic enablers and barriers, including public support, behavioral change, mis- and disinformation; development and capacity-building; and equity and justice. We welcome research that connects across the methodological spectrum, such as qualitative and mixed methods, Earth system and integrated assessment modeling, machine learning applied to policy or technology adoption evidence, or field experiments.
