Capturing hearts, minds and budgets: Why demonstrating the value of Earth observations is not enough?
Abstract:
Based on comprehensive research into the sector, the findings are that many leaders are not aware of the wide array of social and economic benefits. Many treat the space budget as a strategic investment or consider it as a part of Research and Development activities.
The EARSC survey conducted in 2019 into the European EO services industry shows that over 50% of public sector spending is from users of EO satellite data. However, these users are not those investing in space programmes. They are in charge of other policies and public programmes and often do not see the link between what they do and the investments made in space, including Copernicus. Their roles are many and varied, ranging from climate change, regulation, infrastructure, agriculture, the supply of essential goods and so on.
How do we ensure that these decision makers are fully aware of the value coming from Earth observation investments?
Various international research projects are seeking to demonstrate the value generated through the use of EO data. However, more effort is necessary to construct the case, tell the story and improve science communication to share the results. An international community called GEO Value has been developing a robust methodology which can be used by anyone, along with a toolkit and a body of knowledge and the group is working with other international partners to share this knowledge.
Taking this research to senior decision makers still remains a huge challenge, but is necessary to communicate the value of EO. Every organisation investing in EO, from small- and medium-sized enterprises to national government agencies, all have goals, priorities and milestones or deadlines with respect to their investments in Earth observations. Being able to explain how the inherent value in Earth observations can support them in their mission is a critical next stage for the development of the global EO community.
