Developing A National Strategic Plan for Action for Climate Empowerment in the United States

Abstract:
A growing number of organizations and institutions are working together to develop a National Action for Climate Empowerment (ACE) Strategy for the United States under UNFCCC Article 6 in the Paris Climate Agreement order to support and guide ACE work in the 2020-2030 decade.

In 2020, ACE leaders advancing public education, engagement and empowerment around climate issues in the U.S. are doing robust work, but only reaching some audiences and communities. The United States has not yet created an ACE National Strategic Plan, nor has any other major emitting country. Seeing this opportunity, a coalition came together through a series of collaborative dialogue sessions to develop a U.S. ACE National Strategic Planning Framework to guide a rapid strategic planning process in 2021. This framework is designed to strengthen the United States’ next Nationally Determined Contribution to the Paris Climate Agreement, accelerate the nation’s just transition to a low-carbon future, and avoid the most catastrophic impacts of climate change.

The United States needs such a plan because the nation’s deep ACE resources have never been strategically aligned, nor have funding opportunities allowed successful outreach projects to scale up and support collective action. A national strategy for ACE is expected to prioritize public engagement and education in policy-making, guide increased and sustained financial commitments, define a shared vision of justice in ACE activities, promote evidence-based and participatory approaches to ACE decision-making, and increase self-efficacy among ACE leaders.

This session will present the U.S. ACE National Strategic Planning Framework, describe how ACE leaders and collaborators envision a national strategy and the improvements it will make to public engagement, and provide recommendations for completing the strategic planning process.
