Overcoming Global Barriers to Entry in Remote Sensing through Increasingly Accessible Education Opportunities

Abstract:
In building capacity to use Earth Observations and geospatial data at the local, regional, national, and global levels, the lowest common denominator is the individual. Globally, these individuals, who are expected to do the heavy lifting in terms of remote sensing analysis, are often faced with numerous barriers to entry to the world of remote sensing. These include, but are not limited to, a general lack of knowledge regarding training resources, inability to acquire expensive equipment and software, a lack of educational opportunities in their area, a lack of funds, and the language barrier. NASA’s Applied Remote Sensing Training Program (ARSET), created to address a growing need for remote sensing training worldwide, has adapted to the needs of its users by analyzing participant data and identifying these challenges. In doing so, ARSET has been able to break down many of these barriers to entry at the individual level by offering free, online, easily-accessible training opportunities that rely entirely on open source software. Many of these trainings are bilingual, and some are multilingual, helping overcome the language barrier. The training materials are also offered in a variety of formats to fit the needs of our users that may have trouble accessing a live training session. A final barrier the program addresses is retention and repeat participation. Data indicates greater capacity building is directly related to greater exposure to the subject matter. Therefore, a best practice for our wide global audience is consistency in delivery and method of implementation. Expectations are driven by accurate communication and previous experience with a capacity building program’s activities. When events are accurately conveyed and implemented in a consistent manner, the end user knows what to expect, thus building a trusted brand for return participation. This type of capacity building on the individual level will likely have a major impact on local, regional, national, and global capacity.
