Gender in climate analysis and climate mitigation plans: the case of the municipality of Piracicaba, Brazil

Abstract:

Analyzes of climate risks as well as plans to mitigate these risks and adapt in Brazil rarely consider gender. In fact, the relationship between gender and climate is very little explored in academia and even in non-governmental organizations involved in the topic. This article investigates the issue of how to address the gender issue in municipal climate plans. The case explored is the case of the development process of the Participatory Plan for Climate Adaptation and Mitigation in the municipality of Piracicaba. The article explores the script chosen for the analyzes and the practical results translated into the actions foreseen in the Plan that address gender. The main conclusion is that the emission inventories and mapping of climatic zones still do not systematically incorporate women. For example, the speaking time given to women is still small and views of the climate problem from the point of view of men prevail.
