Abstract:
Access to multi-sector marine data and information is one of the top priorities of the UN Decade of Ocean Science for Sustainable Development 2021-2030 (henceforth, “the Decade”). Consequently, the Intergovernmental Oceanographic Commission (IOC) has convened an Inter-sessional Working Group to propose a Strategy on Ocean Data and Information Stewardship for the UN Ocean Decade (IWG-SODIS), managed by the UNESCO-IOC International Oceanographic Data and Information Exchange (IODE) programme.

Through our strategy development process, IWG-SODIS will release recommendations on shaping global digital stewardship cultures to support an interoperable digital ecosystem for the Decade, both within the UN System and beyond it. In developing this global strategy, we are contending with several key issues, most notably a lack of a universal data policy for managing and sharing international ocean data. Thus, we are forming recommendations around which global digital exchange policies can converge via clear, multilateral agreements. Our recommendations will emphasise the need for a set of universal (meta)data, information, and digital knowledge sharing principles for the Decade, aligned to the FAIR, CARE and TRUST principles and policies of existing global consortia. In brief, the principles will emphasise that data, information, and all digital products and services derived from them will 1) be shared online with minimal delay and restrictions on reuse and adaptation, 2) be released with complete metadata, including provenance and licensing data, and 3) be packaged in interoperable forms through compliance with emerging interoperability architectures supporting the Decade. Where restrictions on digital exchange are necessary, discoverable metadata archives should still be published with links to instructions on how to appropriately access, use, and credit digital materials. In this contribution, we seek to brief the AGU community on our progress and future plans, as well as to invite contributions from more stakeholders that wish to help shape the future of digital stewardship for sustainable development in and around the Earth's oceans.
