Colorado’s Alternative AIMM program

Abstract:

Instrument monitoring methods are a critical component for quantifying methane and other pollutants produced throughout the Oil and Gas Sector. In 2014, the Colorado Air Quality Control Commission (AQCC) adopted regulations requiring the use of an Approved Instrument Monitoring Method (AIMM) to detect emissions at oil and gas facilities. Rapid advancements have been made in emerging monitoring technologies in the last few years. In this session, I will introduce Colorado’s AIMM process, including a discussion of factors affecting approval of an emerging monitoring technology, challenges in satisfying the specific factor regarding effectiveness of a new technology, and Colorado’s efforts to develop processes and tools to facilitate the regulatory approval process in Colorado.
