End user "requirements"

Abstract:

In this panel discussion I will give some insight into how an operator might use a space weather forecast. When push comes to shove if an end-user does not use your forecast within their decision-making process, then your forecast might as well be irrelevant or used in some sort of forensic investigation for something that happened in the past. This also makes the term "requirements" a tricky term to use as its not always often that the end-user knows what they want, what they need, or likely isnt aware of what is actually possible, especially when it comes to future capability. Furthurmore requirements aren't always a static thing. So where does that put the space weather researcher and forecaster? It puts them in a tough spot, however tough spots are usually gold mines for opportunties. I will discuss what the future might look like for future researchers and forecasters, and suggest strategic ways on how to try and drag that future to the present.
