Building capacity for service delivery: Air quality training for stakeholders in the Lower Mekong region

Abstract:
Rising air pollution and related health impacts are a key concern across the globe. Populations in Asia, and in particular Southeast Asia are experiencing a rapid increase in health and environmental impacts due to poor air quality. In the winter of 2018, Thailand experienced a record-breaking rise in PM2.5 levels which affected a vast section of the population including major cities. Towards addressing these growing impacts along with relevant stakeholders, the SERVIR-Mekong team initiated discussions with Thailand Pollution Control Department (PCD) which have resulted in joint agreements on the delivery of capacity building and an air quality management system which utilizes in-situ measurements and satellite data. As part of this service delivery, the first capacity building workshop was held in the summer of 2019. This first workshop was for remote sensing and GIS experts at the SERVIR-Mekong and the wider Asian Disaster Preparedness (ADPC) team. This 5-day workshop was designed to not only provide background knowledge to the participants, but was also integrated with material relevant for service delivery for PCD with hands on training with case studies. As a result of this effort, the Thai PCD will be provided a similar training this year which will also take into account user feedback on the air quality management system designed by the technical team. With such services planned across the Lower Mekong region stakeholders, capacity building is also anticipated. As such, this presentation will detail this workshop and will relay key lessons learned including the alignment of service delivery with capacity building in meeting needs of present and future stakeholders.
