The ASME Innovative Technologies Institute, LLC (ASME-ITI) developed the Risk Analysis and Management for Critical Asset Protection (RAMCAP), a risk management methodology being deployed by the U.S. Department of Homeland Security (DHS) to address terrorism threats to the seventeen Critical Infrastructures and Key Resources as identified in Homeland Security Presidential Directive 7. Recognizing the needs of industry to manage both safety and security risks, ASME-ITI and Alion Science and Technology have established a collaborative effort that uses the CounterMeasures„· risk analysis software to automate a more powerful methodology named RAMCAP Plus. RAMCAP Plus goes beyond RAMCAP by analyzing natural hazards, unintentional hazards, business continuity risks, and additional terrorist threats, as well as incorporating a robust cost-benefit tool. The software provides a systematic method for identifying, analyzing, and managing all risks associated with critical assets and system components. RAMCAP Plus is a 7-step process that allows for repeatable and consistent results; yet, it is inherently flexible to accommodate user needs and unique facility specifications. The current version is tailored to the chemical industry and is the only software available to meet DHS-recommended criteria. Future versions will address the needs of other sectors. The software assists users in the calculation of consequences, vulnerabilities, and threat/hazard likelihood to compute absolute risk. A library of mitigation systems and countermeasures is supplied to fully support the risk management process. RAMCAP Plus generates data and information that is necessary to make cost-effective and logical safety and security enhancements. Ultimately, the use of RAMCAP Plus will reduce risk, increase resilience and improve the safety of the workplace and surrounding communities.
