Air Permitting of a Major Capital Project at a Chemical Plant in Louisiana -  As part of preparing a prevention of significant deterioration (PSD) and Part 70 (Title V) permit application for a proposed $1 billion expansion at a chemical plant a number of technical analyses were completed to demonstrate that the Project would meet federal and state air pollution control requirements.  Included as part of this effort, was implementing a comprehensive permitting strategy to evaluate control technology options to minimize regulatory impacts and executing a plan to reduce critical non-technical risks to support an expedited permitting process.  This paper will provide insights on how to permit a complex expansion of a chemical plant and cover the challenging topics of determining best available control technology (BACT) for greenhouse gases (GHG) and CO2 emissions and carrying-out air dispersion modeling to demonstrate compliance with national ambient air quality standards (NAAQS) and state toxic air pollutant ambient air standards.
