Process safety performance indicators play an important role in showing how a company prevents major accidents. They can also be used to determine the effectiveness of a process safety management system. We cannot improve what we do not measure; therefore, determining and selecting appropriate process safety indicators and consistently reviewing them are important in ensuring the success of the process safety performance.

The Offshore North West Java facilities that belong to Pertamina Hulu Energy have lots of mature assets. Aware with this, Pertamina is very concerned about the process safety performance of its assets. Therefore, Pertamina measures its process safety performance and includes it as part of its corporate safety performance. The process safety performance indicators are selected and reviewed by Pertamina Hulu Energi Offshore North West Java (PHE ONWJ) to minimize risks from process safety incidents and improve its business performance. The process safety performance indicators are also used to show the effectiveness of ONWJ’s Process Safety and Integrity Management (PSIM) system.

The PSIM program has been made by PHE ONWJ to manage both its asset integrity performance and process safety performance. This paper explains how PHE ONWJ maintains its mature assets by applying key performance indicators for the main PSIM element – i.e. asset integrity, as well as the other supporting elements in the PSIM. This also explains how PHE ONWJ has tried several performance indicators and chosen some key indicators that are the most suitable to improve the company’s process safety performance. The detailed data that is required and how the performance indicators are calculated will be elaborated in the paper.

Hazards are contained by multiple protective “barriers” or “risk control systems”. The process safety performance indicators should be able to show how the protective barriers work. Therefore, some key “leading” indicators have been selected by PHE ONWJ to monitor the protective barriers to ensure they work properly, including:

  • Implementation of asset inspections, maintenance and repair

  • Leadership or management walkthrough visits to plants

  • Updates and implementation operating procedures for operators

  • Records of Technical Management of Change (tMoC)

The “lagging” indicators indicate the results of the PSIM program that affect health, safety and the environment, such as:

  • Amounts of primary containment losses

  • Numbers of fatalities

  • Amounts of business losses

  • Process Safety Incident Rate (PSIR)

After the PSIM program has been implemented for several years, the process safety performance in PHE ONWJ has shown good trends. This is also indicated by increased process safety awareness on the part of both the employees and management, the consistently better performance of the leading indicators and the fact that the number of process safety incidents has been continually declining.
