To assure that the project development considered the above issues, Project Safety Review (PSR) was introduced. PSR comprises a series of qualitative reviews of project design, documentation, special studies, procedures and philosophies focused on HSSE issues and conducted by a team of independent specialists considering all development stages. Each review examines HSSE considerations of deliverables within project development stages including appraise, select, define, execute and operate stage. HSSE assurance is provided by reviewing HSSE aspects of the project at key stages of development.
Complete PSR will have a series of up to 5 (five) qualitative reviews, with timing of project development stages. PSR principal objectives focused on each project development stage main task as follow.
- Pre-define and pre-sanction PSR focused on project intention, scope and option selection consideration as well as HSSE and risk management plan ;
- Pre-construction PSR focused on project scope alignment, HSSE and risk management implementation, and start up plan;
- Pre-start up PSR focused on project scope implementation and readiness for hydrocarbon introduction;
- Operate stage PSR conduct 12 months after start up to confirm design intent of operating facilities and HSSE lessons learned from the execution of the project and early operation of the plant.
At the end of each review a report prepared by PSR team and presented to representatives of the project and operations management team at a formal Close out Meeting to confirm finding and recommendation of the review and to agree actions addressed to project team. The findings will be categorized in terms of their criticality. The critical items should be discussed and reconciled with the Gate Keeper. Project team will attempt to close out as many of the findings as possible. Unresolved items will be passed on to the next PSR stage. Subsequent PSR teams will review previous PSR Stage reports to ensure continuity of the review process and to be able to ascertain relevant developments since the last review and to confirm that agreed upon actions have been adequately closed-out.
