Early NOSIA Refresh Insights of Weather Forecaster Usage/Preferences of GOES-R ABI Channels and Products

Abstract:
As part of NOAA’s observing systems portfolio management, the Technology, Planning, and Integration for Observation (TPIO) division within NOAA/NESDIS/OSAAP was tasked by the NOAA Observing System Council (NOSC) to create a NOAA-wide Value Model that can derive the integrated value of observing systems to NOAA’s diverse suite of missions. This model, also known as the NOAA Observing System Integrated Analysis (NOSIA), was completed in 2014 and has served as a decision support tool for NOAA Line Office leadership. The current model doesn’t include impacts from GOES-R, JPSS, and DSCOVR, since those satellites were launched post-2014. TPIO is presently refreshing the model to include GOES satellites launched post-2014. This talk will focus on early results on the collected GOES-R data to include NWS Subject Matter Expert preferences for single channel GOES Advanced Baseline Imager (ABI) imagery; imagery derived from multiple channels/channel differences assigned to the colors red, green, and blue (RGB products); as well as other Baseline GOES products depending on the specific operational mission service they support. These preferences were motivated by phenomenological feature identification preferences relevant to the mission service (i.e. Fire Weather, Severe Weather, etc.). This presentation will describe the structured expert elicitation process, summarize early insights of the collected GOES-R data, and discuss how the updates will improve the use of the NOAA Value Model as a NOAA Leadership decision support tool.
